      MINUTES OF THE TBR DEANS AND DIRECTORS COUNCIL MEETING 5 APRIL 2000

      The meeting was held in the TBR Conference room in the Genesco Building in Nashville.

      TBR/UT Joint Session 10:00 am to 12:30 pm

      Streamlining and/or Mergers at UT and TBR Libraries - Tom Singarella Dr. Singarella distributed handouts/brochures which described the new organization of the University of Tennessee System. Under the old organization there had been four campuses. In the new system there are three campuses. An issue of INFOnews, an attractive publication of the University of Tennessee Health Science Center, was also distributed.

      Aubrey Mitchell, Acting Director, University of Tennessee - Knoxville Library, was introduced by Mr. Singarella. Mr. Mitchell discussed the role of the Library in the new University of Tennessee System. He was joined in this discussion by Dr. Singarella, University of Tennessee Health Science Center, Steve Rogers, University of Tennessee-Martin, Sheila Delacroix, University of Tennessee-Chattanooga, and Bill Beintema, University of Tennessee-Knoxville. Each of these librarians from the University of Tennessee System commented on the advantages and disadvantages of the new organization to their respective libraries.

      Proposal of TBR/UT Libraries Consortium to Purchase Databases - Dr. Yildiz Binkley

      Dr. Binkley reported that the Deans of the Schools of Business at TBR/UT universities/colleges will be discussing contracts for databases in business. A framework will be established.
      Some members discussed a TBR representative to negotiate contracts. Others suggested that TALC should step away from database purchases until it is seen what SOLINET will do.

      NetLibrary Demonstration - Dr. Yildiz Binkley
      Dr. Binkley introduced Bryan Henson, a representative of NetLibrary, who presented a demonstration. The URL for NetLibrary is www.netlibrary.com. Mr. Henson distributed a brochure on NetLibrary
      Presently, NetLibrary has a collection of 15,000 e-book titles on the internet. An e-book can be downloaded or circulated for 24 hours. SOLINET will buy 15,000 titles e-books and offered them to its members.
      Mr. Henson cited many advantages of e-books. They can be accessed anytime. No storage space is required to store them. E-books support distance learning. The mission of NetLibrary is provide a new way to access books. Presently, NetLibrary has 15,000 unique titles (12,000 titles copyrighted). By the end of 2000, NetLibrary will expects have 30,000 titles.
      E-books will be housed on NetLibrary's server

      TBR Library Deans/Directors Meeting - 1:30 p.m.

      Approval of Minutes from October 20, 1999 Meeting.
      A motion was made and seconded to approve the minutes of the October 20, 1999 meeting.

      The Tennessee Electronic Library (TEL) - Dr. Edwin Gleaves
      The funding situation facing TEL was summarized by Dr. Gleaves. Three hundred thousand dollars was provided by the state government and $600.000 was received for the federal government this year for TEL. Subscriptions were made to Gale for $750,000. For FY 2000-2001, we are assured of receiving, presently, federal money. An RFP for Tennessee newspapers will be started.
      Although the atmosphere in the state legislature is contentious, Dr. Gleaves is very hopeful that funds will be forthcoming. When Dr. Gleaves appeared before the House Finance Committee, he informed them that TEL has saved $42 million for libraries across the state of Tennessee
      The State Library is organizing training for TEL. Gale is using Tennessee as a training module site. Gale will train trainers who will go throughout the State to train other library staff.
      Birthday Celebration for The Tennessee Electronic Library (TEL)- Annelle Huggins In October 2000, The Tennessee Electronic Library (TEL) will have its first birthday. Annelle Huggins announced that TEL's birthday will be celebrated at The Southern Festival of Books. Ms.Huggins urged other librarians to host similar celebrations on their campuses.

      Task Force on Library Service for Online Learning - Scott Cohen

      A brief overview of the work of Sub-Committee 2C - Library-Media-Learning Resources, Task Force, Asynchronous On-Line Teaching - Learning - Workforce, was made by Scott Cohen who was joined by other Sub-Committee members. The Sub-Committee is proposing a virtual library , which will include: (1) the catalogs of all TBR colleges and universities; (2) electronic databases; (3) document delivery services; (4) reference services; and (5) other library services This virtual library will be available on the web to any student or instructor involved in online learning.

      The final proposal and recommendations will be made at a meeting of The Task Force on May 5th at the Renaissance Center. Other members on the Sub-Committee 2C include: James Veatch, NSTI; Donald Joyce, APSU; Yildiz Binkley, TSU; and Shelia Owens, UM.

      Revision of Library Information Technology Goals - Winston Walden

      Originally written in 1989, the Library Information Technology Goals were revised in 1992. These goals will be reassessed by an ad hoc committee o Winston Walden, Don Craig and Peter Nerzak. A report will be made by the October 2000 meeting.

      Discussion of the Valuation of Library Materials Issue The issue was raised that state auditors wanted libraries to determine the real cost of each library resource, rather than assign an arbitrary value. This would cause many problems for TBR Libraries. This issue will be discussed further at the October 2000 meeting.

      Selection of Webb School Retreat Dates and Agenda Items

      The date for the retreat is June 22-23. Peter Nerzak will make all arrangements.

      Mutual Borrowers Agreement: Tabled from the October Meeting

      There are two borrowers agreements: one issued under TBR and another issued under TALC.

      The TALC agreement is more restrictive. It was a consensus that librarians had the choice of using either agreement.

      Discussion of Challenging and/or Revising TBR Job Descriptions/Classifications of Library Support Staff - Becky Brunton

      It was decided that each dean/director would bring their job descriptions for support staff to the Webb School Retreat for further discussion.
