The agenda was revised to add a Media Consortum issue.
1. TALC Cards – Peter Nerzak
Discussion of how we currently handle the issuance of TALC Cards. It might be possible to verify that a student is in fact enrolled at a TBR institution by letting them log on to an online site. It was suggested that David Atkins from UTK convene a group of circulation reps from TBR institutions (Peter Nerzak, Sylverna Ford, Yildiz Binkley, and Vicky Leather, will identify reps from their libraries) to review and update TALC Card policies and procedures including alternate means of verifying affiliation of students to enable on-the-spot issuance of TALC cards. Andrea Anderson will also be asked to serve on this task force. They should report back at the spring meeting. They should also consider how the website can be used to support this effort. Peter moved the above motion and it was seconded by Vicky Leather. Those present voted in favor of the motion.
2. RODP Updates and SACS EBSCO/CINAHL RODP Database Update- Peter Nerzak
· The Virtual Library survey has not yet been completed. There are still more surveys to be analyzed so not all campuses have received all of their results. Students’ return rate was pretty good but the faculty response was not very good. Peter expressed concern that he had gotten feedback indicating that the website is difficult to use.
· Peter, Faye, Rosa, Sue, and Yildiz will meet at TSU’s downtown campus on tomorrow to review the SAC’s accreditation requirements for distance education programs (RODP) and to evaluate the TBR virtual library in relation to those requirements.
· EBSCO has made a new offer for the CINAHL databases. The new package includes 150 additional full text journals. Rita moved and Deborah seconded that we ask Robbie Melton to add this to our current package. It will cost $4000 more. If Robbie is unable to cover this cost, there was a consensus that we should split this cost among ourselves and get it. Peter also agreed to pursue the possibility of a consortium purchase of the American Journal of Nursing.
· Peter mentioned that NETLibrary 5 is now available and wondered how many of us plan to subscribe. We talked about the possibility of asking Robbie to fund half of this and we fund half of it. This could become a model for acquiring future net library collections so that we can maintain some consistency in the body of resources that are available to students throughout the TBR system.
· Vicky initiated a round of applause to thank Peter for the work that he is doing on the purchase of resources to support RODP programs.
2a. Media Consortum - Sue Szostack - Institutions have submitted lists of titles for which life time rights are desired. The list will be prioritized and the $50,000 now set aside for streaming media will be used to purchase these. They will reside on the RODP server and will be acquired through the Films/Media Group. Schools will still be able to arrange 2 to 3 year access for any other desired title. Institutions will have responsibility for acquiring the bib records for these titles. Some campuses might have difficulty using these because of the lack of a statewide fiber optic network.
3. Database Contracts – Tenn-Share and TBR – Suresh Ponnappa
There is some difficulty with getting the license agreements worked out with the databases that were purchased through Tenn-Share. There are still some libraries that didn’t contribute to the LRC purchase.
4. University of Texas Information Commons - Scott Cohen
Scott initiated a discussion of the article about UT getting rid of books to install an Information Commons. Consensus was that there is more hype than reality in this article. Libraries are relocating print resources but not eliminating them. There is definitely still a place for print resources. Having more computers available might be one way of getting people in the front door. Most seemed to be interested in providing enhanced opportunities for students to access information.
5. LibQUAL – Doug Cross
Walters State participated in the LibQual survey. Doug summarized the LiqQual survey and the results from their participation.
6. What’s Happening in our Libraries – Deans and Directors
Yildiz Binkley – Tennessee State University
· Tennessee Tech has purchased the Innovative Interfaces Integrated library system for the library it’s not yet up and running. Another Computer lab and student class room are being installed. Things are going well.
Don Craig – Middle Tennessee State University
· Several vacant positions to still be filled. All applications are now being
accepted online only, no matter which position. One library faculty member just earned a Ph.D. in History.
· Trying to get the TAF committee to increase the allocation for the library.
· Got a budget increase as result of new Ph.D programs, being offered on campus. 700,000 people came in the front door of the library last year, much of this was computer use. A coffee shop is being added in a space just outside the library. Those who use the coffee shop won’t be included in door counts.
Peter Nerzak – Pellissippi State Community College
· Pellissippi is adopting Luminus as the portal for the campus. Peter is chairing the committee that is overseeing the implementation.
Rita Scher – East Tennessee State University
· The public libraries are pushing to switch to Innovative Interfaces to replace the Voyager System they are currently using. This is being considered as a possibility to keep the partnership going with the public libraries.
Suresh Ponnappa – East Tennessee Medical College
· Tenncare funding issues affected their campus. His budget was reduced by $50,000 and to make up the difference, all his foundation accounts were confiscated. In spite of that he managed to get a $100,000 increase to keep from cutting periodicals.
· His library won an award for library of the year from the Medical Library group.
· His library is co-operating with Rita’s library is to mount an exhibit.
· The school is beginning a school of Pharmacy as of next year. His library will also support this program.
· The Medical College course directors want to convert all exams to online. Beginning next year all medical students will be required to have their own laptops.
· An audience response system is being utilized on campus. This gives immediate feedback to instructors during the class.
· Switching ID cards to get rid of SSNs on cards.
Duncan Parsons – Northeast State Community College
· Waiting to see what is going to happen with Innovative Interfaces.
· Duncan is the co-scheduler for Banner on his campus.
Sue Szostak – Motlow State Community College
· Schematic design phase of library on McMinnville campus is now underway.
· Smyrna site is scheduled to open in January.
· Moore County campus is progressing.
Deborah Fetch – Austin Peay State University
· Information Literacy emphasis is increasing on campus.
· Library instruction is picking up more. Library faculty have gotten into the English classes to teach library instructions.
Vicky Leather – Chattanooga State Technical Community College
· Planning an Information Commons with no more money and no more space.
· Experimenting with creating pod casts and making them available
· Has established a library Blog.
Scott Cohen – Jackson State Community College
· SACS- one of the 4 comments was about the library.
· Working on 5 year Strategic Plan.
· College of DuPage teleconferences – Robbie Melton is paying for these this year. Libraries should receive coordinates for 1st teleconference no later than Nov. 11.
Kathy Breeden – Columbia State Community College
· Wireless access is up and working in the library.
· More outreach is being encouraged at all campuses.
· Librarians have been included in all the freshmen orientation sessions.
Faye Jones – Nashville State Technical Community College
· Wrote to new faculty giving them $200 to purchase library materials.
· Cataloger is retiring in Spring – looking at ways to fill this void.
· Other campus has now hired full time Head of Cataloging.
Sylverna Ford – University of Memphis
· Learning Commons Planning is underway with hopes of implementing the first phase for fall 2006.
· Website – Library disappeared from the University’s web site front page when it was redone. Must go to quick links to find library.
· RFP for new library system is completed. Now funding has to be found. Faculty and library are getting phone calls from interested vendors.
· Head of Cataloging is retiring. Search is underway to fill this position.
Mary E. Lynn – Cleveland State Community College
· Consolidating collections to make room for a coffee shop.
· Library offices are being renovated and getting new furniture.
· Down to minimum in print for the depository program.
· Doing Authority work through Marcive.
Rosa Burnett – Southwest Community College
· New library system is being planned for.
· New campus has been approved and library space has been incorporated
· New library for the Macon campus is in the design stages.
Doug Cross – Walters State Community College
· A new technical support position is now in library to help answer technical questions.
Winston A. Walden - Tennessee Technological University
· Implementing Innovative Interfaces System. Process is moving much more slowly than anticipated.
· Coffee shop space is still available but is not yet functional. Health department has made them make some changes that have caused delays. The coffee shop will share space with the 24/7 study space.
